After finding the Personnel Manifest in the Weyland-Yutani Facility, Bella will open a door, you will go through a corridor and into a big outdoors space with a truck, then go down some stairs:
At the bottom of those stairs there is another door, go through it and straight until you hit the wall, then turn left and find the Vasquez Smart Gun in the corner on the palettes:
