Approach the Restricted Zone from the East. Use Sleeping Darts on any patrolling Guards on the rooftops as you make your way in. Use Eagle Vision to find your target then tag him with a Berserk Dart. With some careful positioning you can also get him with an aerial assassination by moving to the building he will pass by going South.
