How to catch[edit]
If you are quick enough, you might be able to catch the Shanty before it flies away from the original building.
Climb the house on the side, under a wooden balcony where some carpets are hanging out to dry:
Climb to the roof:
Start running towards the Shanty, and go past the chimney:
If you were fast enough, you should be able to catch it before it leaves the roof:
Otherwise, try and give chase.
If you failed to catch it, you can fast travel to the viewpoint east, or move away from the area, which will cause the song sheet to respawn, and you can try again.
