Climb the tree in the courtyard and walk to the end of the branch:
Jump over to the balcony of the blue colored house:
Jump up to the roof of that house:
Get on the roof
Give chase:
You should be able to catch it on the wall of a courtyard belonging to one of the houses below:
If you did not catch it, the nearest viewpoint is just a bit to the northeast - fast travel there and the song sheet should reset to the original location. Alternatively, you can just leave this area and come back after a few minutes for the same effect.
