"Kill the diplomat from a haystack" is an optional mission objective in Sequence 12 / Memory 01: A Governor No Longer
Walkthrough[edit]
Run to the Northwest and up the house just to the North of the Bell Tower. Dive from the rooftop into the Haystack that sits inside the Restricted Zone. Timing is only important only if the Diplomat made it inside before you did.
Now just wait for the Guards to leave him alone for a moment. He will move nearby the haystack you are in. Kill him. There is a very small window to pull this off.
If you miss the window of opportunity here, there are numerous other places he will visit. Each presents a similar setup.
