Napoleon's Bicorn #17 is a collectible in Assassin's Creed Unity: Dead Kings (ACU:DK).
There are 4 Napoleon's Bicorns to be obtained in the Quarry District. There are 27 total scattered throughout Franciade.

Head underground using the Eastern entrance in the Windmill District. Make your way down and over to the West.
Make your way into the this room. Get to the middle of the walkway and look for the stairs in it. Just to the South of the stairs you will find the Bicorn.
