Leave the Windmill District and start off toward the Northeastern part of town to the Cemetery. It is time to start searching for our little ally. The good news is that he is not that hard to find. Look for these buildings:
He is against the Northeastern part of the wall. All Arno has to do is get nearby either above or on the same side of the wall as him.
