"Steal the Raiders' loot to create a riot" is a mission objective in Sequence 13 / Memory 05: Under Lock and Key
Walkthrough[edit]
Head to the West and into the large cavern beyond. In the Upper Northern portion of this area, you will see the marker for an Opportunity. Make it up there carefully. Watch the Raiders below and take out any Leader that presents too much of a hassle.
This will lead you to a chest. Head over to it and loot it. Later on, some of the Raiders will notice that their treasure is gone. It will not end well for anyone involved.
Alternatively, from the Distraction Opportunity, go across the room with the Orator to the West. Take the stairs down then turn to the South. Take out the few guards in the area and you can easily get to the stairs to the West. Take them up then scale the wall to quickly reach the loot cache of the Raiders in this area.
