"Steal the orders" is a mission objective in Sequence 9 / Memory 01: Starving Times
Walkthrough[edit]
If you want to do this quickly, swim over to the Western side of the Restricted area the Captain is found in. Get onto the dock and take him out quickly. There will be some fighting but it does allow for quick completion of the mission.
Dive into the water below you. Swim over to the closest Southern edge of the docks that you can see the Templar force working on. Climb onto the fencing and wait. A Brute Extremist will wander over into range. Take him out with a ledge assassination then drop back into the water.
Swim to the North now, just to the right of where you were. You can see another Extremist leaning against some crates. Climb out the water and sneak over to the crates he is leaning against. Take cover against them then take him out. Wait behind this crates a moment as there is another patrolling Extremist nearby. Use Eagle Vision to locate him.
Once you have a fix on this Extremist, follow him to the second set of nearby crates. He will pause just after those. Slip behind them and wait for him to start his patrol back. You can easily pull off a cover assassination from this position.
Move to the West now to the next set of crates that offer some cover. Wait for the Extremist nearby the Alarm Bell to move away. Ignore the alarm bell for now and climb up the nearby ladder to the raised platform. Slip behind the Sniper there and take him out. Now, climb back down. Wait for the one who patrols nearby the alarm. When they get close to the base of the tower you were on, slip out and take them down. Duck into over nearby the alarm bell after that. Slink over to the alarm bell and sabotage it. Deal with the nearby Brute Extremist after that with a Phantom Blade or slipping behind them for an assassination.
Turn to the South now. Looking across the dock there are only a few more guards in your way. You can slip a bit closer and take them out using the Phantom Blade easily when they are in range. Neither of them move. Because of this, they can easily be dealt with by sneaking up on them. Just be careful as there is a third guard who patrols nearby to the Southwest.
Having dealt with that pair, head over to the Southwestern corner of this area. Take cover by the barrels near where the dock heads out to the West. Just wait for the Guard to come back toward you. Assassinate him then it is time to turn your attention toward the Captain with the Orders.
Time to take out the captain who has the orders you need. Go down to pier to the West. When you make it to the raised portion with the patrolling target, climb into the nearby fencing. Just wait for him to come over to you. Alternatively, you can pick him off easily from a distance with a phantom blade. You can also slip over to him and pick his pocket as well. Stealth kills work the best though.
