The Galactic Emperor is a Boss.

This massive Guardian will likely be your first encounter with their kind. With this one's elemental control of Ice, it can be somewhat risky to move in and engage in melee. It does seem to have a freeze burst attack it will periodically use if someone is in melee range against it. It can knock people away with its arm swings. It can also fire off a line or circle of ice shards at targets.
This foe is almost invulnerable. To damage it you will need to fire on the ice crystal sitting about the center of its chest.
When it is first reduced to below 50% health, it will retreat underground and erect another Ice Crystal around itself. It will also summon a number of Frigid Guardians. These, just like the Galactic Emperor, can only be hurt by firing on their chest or upper back.
The Emperor will stay in its Ice Crystal until it has regenerated up to 2/3 health. If you manage to destroy all the Frigid Guardians, then you will be able to start attacking the crystal without much concern.
Once again, the Galactic Emperor will be on the attack. It will continue to attack much like the first part of the fight.
When you reduce its health to 25%, then the Emperor will once again protect itself in an Ice Crystal after going underground and summon more Frigid Guardians. The Emperor will re-emerge when it has regenerated back to 50 - 75% health. You can force him out earlier if the Battleborn can break the Ice Crystal.
Now, keep on the move and keep your fire on the Emperor's chest and back.
