The story of this Kinetoscope shows Columbia police discovering Vox Populi leader Daisy Fitzroy on the floating city, but they still have not yet apprehended her.
This Kinetoscope seems designed to convince residents of Columbia that the police force has the Vox Populi uprising under control, and that it will be quelled soon. Perhaps this is to make residents fear joining up with the organization.
