Herbert is an NPC in Borderlands 2
He is part of the Captain Scarlett and Her Pirate's Booty DLC
He gives the player campaign missions.
He is utterly obsessed with Captain Scarlett and wants nothing more than to stalk her/be with her. His shack is filled thing many things Scarlett. She tolerated him as he is extremely knowledgeable of the Lost Treasure of the Sands.
