"Melee Scroll Thief" is a objective in the sidequest Fake Geek Guy in Tiny Tina's Assault on Dragon Keep DLC.
Walkthrough[edit]
The NPC, Scroll Thief with the scroll will be running a set circuit around Flamerock Refuge through its various districts. If you have friends, then you can form a wall and just melee him that way, otherwise just watch the route and intersect him at points to hit him. Defeat him and he will drop the second Scroll of Geekiness.
