Mr. Miz is a NPC who starts the side quest The Amulet in Tiny Tina's Assault on Dragon Keep DLC
He randomly appears in the Lair of Infinite Agony only after the main story for the DLC is complete. He gives this simply side quest that gives you the option to buy the very expensive Mysterious Amulet.
