It drops from Midge-Mong in the Southern Shelf (you can get this or some other version of the Ker-Blaster Assault Rifle such as the Plump KerBlaster, Rhythmic KerBlaster, Wild KerBlaster, Stabbing KerBlaster, or Rigorous KerBlaster).
You can also get the KerBlaster from Torgue Vending Machines - buy using Torgue Tokens (Requires Campaign of Carnage)
