"Neither Rain nor Sleet nor Skags" is a side quest in Borderlands 2.
As it is a timed quest, there is some prep to make it easier. First, clear the area you'll be delivering the mail to. Head South to the Split Skull Bay and clear out the small town sitting on the water. There are a lot of bandits here and the quest is a lot easier if you're not constantly getting shot at. Occasionally is okay.
Before grabbing the packages, have a light runner spawned and facing South. This will save a good amount of time in the selection, spawn and orienting area.
