Found on the following red text weapon: Contingent Longbow (or any other Longbow Sniper Rifles), which you can get off Badass Creepers in the Caustic Caverns
The phrase translates to: "This is not a Sniper Rifle".

This "Sniper Rifle" fires slow moving projectiles shaped like arrows. Always incendiary. Never has a scope.
Even through its E-tech, only one bullet is used to make the arrow. It inflicts massive critical damage
