A Stagged Stalker is an enemy Stalker in Borderlands 2.
Stalkers have organic shields (represented by blue bars)
As long as their shields are up, they can go invisible.
They also have a tail spike which they can shoot at you and regrow.
You will run into Stalkers in the mission Wildlife Preservation
