A very mobile and small Scav. Unlike most foes, these have a jetpack which lets them boost and fly around the area. They are very hard to hit because of this. You can still destroy their oxygen mask with some very well placed shots. In addition, the little guy is shielded as well. Likely the hardest foe you'll deal with in the area.
