"Break skylight" is a mission objective in the side mission "Recruitment Drive" in Borderlands: The Pre-Sequel

Walkthrough

Head over to the right of the entrance of the base. You will see some crates that you can jump up on. Do so and then Air Boost onto the top of the building. You will see some Explosive Barrels sitting on the roof. Move back and shoot them. This will break the Skylight and give you a way inside. Immediately drop inside. The posters are sitting on the table in front of you.
