• Inside the Courthouse building, go forward to the SOuth.
• From there, head on up the stairs.
• Turn to the West at the intersection.
• Go up the stairs here and through the door at the top of the stairs.
• At the door, head over to the handle and interact with it.
• This will complete the mission and immediately start the next one.
