Head to the left-hand side of the Bunker Triglav from the Lords' Watch. Go into the facility to the left.
Head over onto the left-hand side and jump up onto the first balcony.
Turn back toward the entrance and look up. There is a vent that you can jump up onto. Do so and then jump over to the walkway above the one you were just one.
On this second walkway, climb up onto the next level.
Go over to the middle mechanical arm. Go around it to the far side from the arms.
