There is a Dormant SIVA Cluster to be found in Site 6. They can be collected during any patrol or The Iron Tomb.

- This area can be accessed during a patrol using a Splicer Key
Get into the SIVA Replication Chamber, the final new room you enter during the Iron Tomb. Before you activate the console and trigger the boss fight (it can also be done after), head over to the SIVA pillar to the left.
On the far side of the SIVA Pillar, go past the crate and look to the right. Within the tendrils you can see the Dormant SIVA Cluster glowing. JUmp the railing or just get close to that location to claim the fragment.
