You will need to hunt down and kill 10 Fallen that have Yellow Health Bars or have the Black Skull with a Yellow health bar.
This is easiest to do by heading into any of a number of missions. Scourge of Winter is very good as you can complete this in a single run.
You can also head to Earth on Patrol. Head to the Divide from the Steppes.
