There is 1 Dead Ghost to be found in the Forgotten Shores. They can be collected on any mission or during a patrol. Each Ghost can only be collected once per account.

Head for the beached and broken tug boat shown here. It is to the right from the river you can follow in from the Mothyard:
Jump inside the cabin of the tugboat. Look toward the bow and you will find the Dead Ghost on the floor of the cabin.
