The Phalanx are a walking wall. They are defenders and attackers. Even in just a pair, they can be brute opponents. The shields will stop any bullets that can't penetrate through them.
If you move in close, you will need to worry about their shield bash attack. These does a notable amount of damage and will knock the Guardian a good distance back.
