Petra Venji is one of the Royal Guard. She has been dispatched to the Tower as a show of The Queen's faith.
She is the Queen's Emissary.

Head through the open archway above the Hall of Guardians. Go to the far end of the area. You will see a Jumpship there with ribbons streaming from it. Petra is found just below it:
