This Elite Goblin is the Eye for the Gatelord Qodron. It will seek out the Guardians and aid in inflicting the debuff: Qodron's Gaze.
Defeating the Eye will give you a 30 second buff called Jailbreaker. This allows that guardian to do vastly increased damage against the shell of Qodron's Gaze and break it easily.
