There is 1 Dead Ghosts to be found in Skywatch. They can be collected on any mission or during a patrol. Each Ghost can only be collected once per account.
Ghost 1[edit]
Head through the Skywatch to the area with 2 Helicopters. Head out to the edge of the area and look for a break in the railing. You will find it where the cliff-edge meets the end of the railing:
Follow the narrow path along the cliff-face:
You need to be exceptionally careful with what is coming up. As you reach the end of the slope you will see an entrance into a building:
Just inside the entrance to this building is a very high level enemy (~Level 20). You can either lure it out and knock it over the cliff with melee attacks or just kill it if you're high enough level. You can also just rush in using your Sparrow if you're really good on it.
