You must complete a Court of Oryx event: Stolen Rune. This can be done solo if your light level is 330+ with the Mask on.

To complete the Heroic Strike, do not equip the mask until the very last portion of the boss fight at the end of the Strike. The enemies can be too difficult to deal with otherwise. Only have a little time in your lower Light state to avoid getting killed too many times.
