There are 2 Dead Ghosts to be found in The Steppes. They can be collected on any mission or during a patrol. Each Ghost can only be collected once per account.
Ghost 1[edit]
Head toward the downed Guardian Ship that sits in the Steppes. Start over to the little shack of a building that is just to the right of it:
Head inside the little shack and look toward where you see the fallen over chair. Just head over to it and look on the ground. You will see the Dead Ghost without a problem:
Ghost 2[edit]
Head into the crossover between the Steppes and the Mothyards. Look for the aqueduct that is sitting between them. Head into it:
Head to the far end of the aqueduct. You will find the Dead Ghost sitting in the small pines on the left-hand side. Just look for it using the prompt that appears as it is hard to spot:
