This bounty ... is very hard to complete. You need to earn a lot of experience. Try to go through story missions on a higher difficulty to make this a bit easier. It is not recommended to head into Old Russia and explore it. This works very well if you have a Fireteam to work with.
This bounty gets easier as you level up. You are stronger and makes it easier to just reach the total.
