Val Zu'uarc will drop in from a ship that appears in the middle of the area.
Val Zu'uarc is one of 3 commanders under Valus Ta'aurc. He works as a variant of the Phalanx Cabal Soldier. Just like any of the others you will want to go for the exposed portions of his body. This will stun him and lead you get in a number of headshots, making it much easier to kill him. This works best having thinned most of his squad that is guarding him.
