• Having completed the Last Call story mission, you will want to head to the Tower.
• Travel to the Courtyard and go to the Southeastern corner.
• Go and talk with Zavala to learn a little more about what is going on.
• This will unlock the next story mission, High Plains Blues.
• From there, go over to the Bazaar and approach Ikora Rey.
