Randko Perry is an anti-augmentation politician. In public he is strongly against augmentation. He is trying to appeal to the public's prejudice against the augmented. In private, he has less of a problem with augmentation.
Perry understands that the majority of voters do not fully understand what the position of Head Secretary is meant to be. To this end, he is associating his name with the anti-augmention movement to garner more support and votes. He hopes to use this to run for any position that he wants.
He is privately known to spend time with augmented prostitutes. A number of these workers blackmail Perry with footage of them with him. They after after money from him. The journalist Angela Gunn found this secret and was attempting to blackmail him with it. Instead of asking for money, she wanted to force him to accept a more moderate one in regards to augmentation.
