Talk to Randko Perry is a mission objective in The Harvester in Deus Ex: Mankind Divided.

Exit the alleyway and head for the main road. Head to the North from the crime scene to the opposite side of this district.
You will find Perry's campaign headquarters there. Perry himself can be found just outside it. He is likely working on affixing a poster against the wall of his building. Talk with him to get what information you can. It is not too much, but a start.
Now it is time to sneak into his campaign headquarters and find out more.
