Where all the colors come from is a mission objective in Neon Nights in Deus Ex: Mankind Divided.
Head out of the metro station. From there, turn to the West. Go past the bar and turn left. Follow this alleyway to the West.
In the back you will find an open manhole cover. Take the ladder on down to the sewers below.
Go North then turn to the East and follow the tunnel forward. This will lead to a large room. On the Eastern end you can see a generator with electricity jumping all around in the water in front of you. To the Southeast you will see a gate with a keypad. Head over to there and interact with it. Use the code you were given 0311 to open it up. You can hack it, but it has a security rating of 5. Making it very difficult.
Inside you have a turret in the middle of the room. You will need to either sneak past it or use Turret Domination to disable it from hurting you. Even without that, there is a laptop connected to the turret. It has a security rating of 3. It is somewhat accessible.
Make your choice with the turret to hack it or evade it. Head to the stairs on the eastern end of the room. Take them up and go to the door there. Use the code 0311 once again to unlock the door. Again, the keypad has a security rating of 5.
Things get a lot more challenging on the other side of the doors forward. Hop onto the pipe to the left of where you enter. This can serve as a catwalk to help you avoid the worst of the fighting. Go across the pipe to the catwalk to the East.
On the catwalk, go into the first room on the left. Move in a crouch and somewhat quickly to avoid being noticed from below. First, wait in this room for the Dvali Thug who patrols up here, if he is not in there already. Take him down and then use the laptop. It has a Security Rating of 3, so this can be some difficult hacking. If it can be managed, then you can deactivate the nearby cameras and alarm panels. This makes your intrusion a lot easier to manage.
Head out of the security room and make your way to the Southern edge of the catwalk. Look down to see the scientist how is working at the nearby terminal. Drop down and then approach the Chemist there. Talking with her, it is possible to persuade her to shut down the production of Neon.
If they are not there, then you can slip into the manufacturing area and use 2 Biocells. Be careful because this area is under surveillance.
To get back out, either you will need to sneak past the guards if you do not have a high jump augment. Otherwise, just jump back to where you entered this area and backtrack your way out.
