Council of Elders is the governing body of the Shadow Walkers in The Elder Scrolls Online.
On it is Elder Erthor, Elder Gluin, Elder Inril and Elder Elsaril. They make the choice of whether or not the Shadow Walkers will forsake their vow to Molag Bal.
