Razum-dar is a Khajiit NPC in The Elder Scrolls Online. He is a member of a secret order that answers directly to Queen Ayrenn. He is central to many different quests.
He is very humble (for a Khajiit). While he will seem to talk in circles, it bears out a lot of meaning. He is very good at keeping secrets and slow to trust anyone new.
