Head over to the marker in the Northeastern part of Vulkhel Guard. There you will find this Altmer resting. Approach him and talk with him.

Listen, I saw that same Imperial with another thug, down by the lighthouse. Real scary looking type. Skin as pale as a wraith.

Last I saw him, he was heading towards the lighthouse.
