Head on down the stairs and go around the corner. Just to the left you will find the Imperial: Gratidia Aruis. She is happy to see you, in that sense that you are trapped in there with her.

The circlet's wearer ... has complete domination over Elves. Every mer, every descendant of Aldmer blood must bend a knee to its wearer. We'll deliver it to Lavinia. She'll rule the rule!
