Backstory

Bert Riggs was the lead developer on General Atomics Robobrain project. Some time before the Great War he married his wife, Julianna Riggs.

Using the School Room inside the Vault, he perfected the Robobrain. Once this had been accomplished, he called the residents together and suggested that they become Robobrains to outlast the War.
