Overseer Barstow has given you the schematic. Time to build a terminal and an exercise cycle. These can be constructed anywhere in the Vault itself. Just find a place and begin building the two devices. The Power Cycle 1000 Prototype is found under the Special Category.
With that built, the next objective will appear.
