Time to make your way to the Diamond City Jail. Turn to the West from the Noodle Cafe. Head past the Schoolhouse and into the Dugout behind it.
Inside you will see the Mel in the cell in the middle of the area. You will encounter a few guards.
One thing you can do here is talk with the guard. You have options. With the guard you can bribe him (300 caps) or with good charisma: you can persuade for Mel's release. With High to Max Charisma, you can Threaten to get him released.
Time to talk with Mel.
