Complete the quest: Ablutions
This quest is given by Sister Mai. She is found on the balcony above the Vessel. You can reach it by heading up the left-hand ramp to reach Sister Mai.
She runs the shop that is found up there. Talking with her she will tell you about the Vim Pop Factory. Inside there you will find Pump Regulator that she needs. She wants these arches back online so that the members of the Church of the Children of Atom can "Scour" themselves and embrace the glow of Atom anew.
