Your Intelligence has been permanently increased by 1.
Location[edit]
Make your way through the subway and into the main entrance in the library. Take the stairs up to the left.
Go into the next room.
Head to the open back left door and drop down into the courtyard.
Go across the courtyard and then through the far door.
Go up to the next floor using the collapsed floor. Once up there go to the North.
Fight your way through to the North in the next room.
Go to the console against the far wall. You will find the bobblehead on it.
