Local Leader has 2 ranks:
- Rank 1: As the ruler everyone turns to, you are able to establish supply lines between your workshop settlements (Requires: CHR 6)
- Rank 2: You can build stores and workstations at workshop settlements. (Requires: Level 14, CHR 6)
