Inside Bunker Hill you will find Old Man Stockton. He can be found in the market. He can be found at the counter to the West from where you enter. If you give him the counter code, you will learn that Raiders have taken over the location where the exchange was supposed to happen. He will ask you to clear them out. The exchange is supposed to happen at night so he hopes you will complete your task well before dawn.
