With matters resolved with Harvey, he will give you some information about where to go to restore power to the Nuka-World Express.
Turn to the West and head along the Monorail platform. Go to the end of the platform and through the doorway there. You can also hop over the counter to get at the control panel.
Behind the counter, you will find the control panel on the Eastern wall. Go and interact with the computer there.
Inside the terminal, simply choose Power Grid Management. After that, choose, Activate Railway Power to restore power to the train.

- Harvey is the one who disabled the power to the Nuka World Express. He will give you the control panel password.
