If you want to let Ezra Parker go, you need to wait a few minutes for Ezra to leave the Vault.
Telling him about the murder before he leaves will have the robotic staff attack.

This objective can turn out 2 ways. The first happens if you report to Maxwell before Ezra leaves. The second happens after Ezra has left.
